Is is possible to lose belly fat without losing weight all over?

I am 5″5 and 130 pounds. After my third child, I am having problems losing my belly fat. I heard that you cannot lose belly fat without losing weight everywhere. If I lose any weight, I will be a beanpole and I do not want that. I eat pretty healthy and exercise as much as possible. Does anyone have any suggestions?

You can lift weights and put on muscle while you lose the fat. However, we cannot spot reduce.

AB exercises do nothing to fat. Fat is only lost by Cardio Exercises! Running, Biking, Hiking, What ever!!! Anyways, for a certain part? Maybe. It depends try exercising that part and It will how a difference.
